Our Mission and History

The Conference on Asian Pacific American Leadership (CAPAL) is a 501(c)(3) charitable and educational organization dedicated to building leadership and public policy knowledge within the Asian Pacific American community. Its mission is to promote APA interests and success in public sector careers, to provide information and education on policy issues affecting the APA community, and to serve the APA community at large.

In 1989, CAPAL was founded with the goal of increasing Asian Pacific American participation in government. In response to the low numbers of Asian Pacific Americans in the public sector, the founding members of CAPAL came together in Washington, DC to establish a forum to engage and inform the next generation of young leaders. In its first year, founding members' vision began humbly with a target of engaging only 10 interns and 10 young professionals in its first summer Washington Leadership Program (WLP). In the intervening years, CAPAL has now graduated over 1700 interns and young professionals from the WLP and has awarded over $50,000 in internship scholarships.

Today, CAPAL continues as a nonpartisan network of over 750 public policy professionals and as an organization is committed to attracting young APAs into public policy careers through nationwide outreach and education.

Norman Mineta
"We should all take pride in CAPAL's work - in bringing together Asian Pacific American professionals in the DC area, in building opportunities for all of us to work together, and especially in helping to develop our future leadership."

--- Norman Mineta, Former U.S. Secretary of Transportation
